However, the National Library encourages preference be given to lending publications for home use rather than for use in reading rooms. The decision on the opening date and the conditions for opening reading rooms is to made by the library director. This decision should take into account the number of users, the nature of the premises, the length of time users spend in reading rooms and the local situation regarding the epidemic. It is also important that the preventive measures taken should ensure the safety of all library staff and readers. The library director or head may introduce additional conditions on the use of the library in accordance with the authority invested in him or her to manage the institution or in powers of attorney if the library is not a legal entity.
